Là kế toán trưởng Công ty TNHH sản xuất – dịch vụ – thương mại Thanh Thy (trụ sở tại quận 7) Trần Quốc Dũng biết công ty vay của Ngân hàng Việt Nam Thịnh Vượng (tên giao dịch VP Bank) chi nhánh Sài Gòn 100 tỷ đồng nhưng mới chỉ giải ngân một phần. Lợi dụng việc này, Dũng làm giả 2 hồ sơ giải ngân để VP Bank chi nhánh Sài Gòn giải ngân 1,6 tỷ đồng vào tài khoản của Công ty Thanh Thy, nhằm tăng số tiền trong tài khoản lên.
